Oracle is putting a far larger share of revenue into building capacity than at any point in its fourteen-year record, and free cash flow has gone from about a third of revenue to negative.

Oracle (ORCL) once turned about a third of its revenue into free cash flow, the way a software business is supposed to. It now spends more than four-fifths of revenue on capacity, free cash flow has gone negative, and the stock has fallen about 40% over the past year. The question a holder is carrying is not whether the database and cloud applications business works, but whether this is still the business they bought.

What More Than Four-Fifths Of Revenue Is Buying

In the most recently reported quarter, capital spending ran at 83% of revenue against a company history of 4.3%, and the free-cash-flow margin swung from 32% to minus 35%. That money has an address. It is going into AI data center sites including Abilene, Texas and Port Washington, Wisconsin, and into the capacity behind them: Oracle delivered more than 1.2 gigawatts to customers in fiscal 2026. This is a construction program rather than a software budget, and fiscal 2027 net cash outlay for capital expenditures is guided to around $70 billion, with reported capex higher by an expected $20 billion to $25 billion.

The Demand Is Signed, The Funding Is Being Raised

This is not cash draining out of a business that lost its customers. Remaining performance obligations, the revenue already contracted, finished fiscal 2026 at $638 billion against revenue above $67 billion for the year, and by the company’s own account the buildout is driven by that committed demand. What changed is who pays for it in the meantime: Oracle expects to raise roughly $40 billion of debt and equity in fiscal 2027. Stock compensation has also stepped up, to 7.1% of revenue from a history of 4.1%. Funding growth out of the business rather than out of new borrowings and new shares is one of the things the Trefis High Quality Portfolio insists on in its holdings, which is why that portfolio held up through past market storms. Re-Underwrite It At The New Capital Intensity

The change is real rather than one noisy quarter: measured against Oracle’s own record, this combination of capital spending, cash burn and stock compensation is the most unusual in 14 years, and it is not simply a heavy quarter at a company that has always spent heavily. The share price has already fallen a long way: the stock trades about 55% below its 52-week high and 64.3 percentage points behind the market over the past year. What you own at that price is an infrastructure business whose payoff depends on capacity converting into contracted revenue, and management’s own back-of-envelope figure is a return on invested capital in the high 20s at the project level once large projects reach steady state. So the pace of delivery, and what it does to guidance, is what settles the question. Oracle guided to close to a gigawatt coming online in fiscal Q1 2027, nearly as much as it delivered in the previous four quarters combined. Whether guidance keeps climbing as that capacity arrives is the test to run at the September print.
